Thanks! there was a team, I will pass on this to Lotte and Aco who did
the design and coding.

It is TWiki built with a number of plugins we made ourselves, namely:
IndexGen
Localize
Xchange
XchangeTranslate
Copyright
Remix
Unique

plus a fair amount of bending the TWiki engine into shape.

I would say it is not as easy as I like to take our plugins and make
something like FM without me or Aco. We would prefer it otherwise but
alas we simply do not have the time to make everything as generic as we
like. All code is released under GPL and in time it will be easier to
implement in any TWiki install.

We have this. No content is published before it has been checked. All
writing occurs in the backend (http://www.flossmanuals.net/write) but no
manuals get published to the front page (http://www.flossmanuals.net)
until they are solid. Any updates are also kept back and published to
static html and static pdf once hey have been approved.
