I'm not sure if I understand your point about the license with regard to
a franchise, do you mean franchises are defacto commercial and a
non-commercial license would not be able to work because of this?
a franchise is not necessarily commercial. FM is actually a foundation
with a not-for-profit status. so it would be very possible to set up a
franchise with another not-for-profit org. So I am not sure it matters
licenses come into it, we need to decide on that strategy seperately
(eg. what we are happy with for FM now, and then that will become part
of the franchise agreement)
