[FM discuss] comments added to manuals

hey all,

just added comments to the Audacity and VLC manuals to test it out...its
so users can say what they think...i was also considering adding the a
poll mechanism so readers can vote for the usefullness (or some such)

will put the comments on all manuals if it tests out ok
