[FM Discuss] audacity hindi localisation update

the conversation has focussed on audacity / manual translation - but
i'll bring up the question of FM too - i rekin that translation of FM
into hindi would most usefully be couched in a broader discussion of
free documentation in the FLOSS community here such as we didn't get
to do via FOSS.in for eg.

i'm going to sit down with the manual as is over the next week or two
and brainstorm a tweak list based on some of the working contexts the
hindi manual will go into and see what can be added.
