[FM Discuss] translation intro request with some backstory

Hey,

Sorry for starting the cryptic thread on translations.

I am starting a high level overview for a Translation team at Sugar
Labs.  http://wiki.sugarlabs.org/go/Translation_Team

This team is going to be responsible for platform and activity
localization, web service translation, and
_Documentation_Translation_.

I would like to make a one or two paragraph introduction to
documentation translation process and pass the user to FLOSSManuals
for a more through introduction to translations.

The two usecases are:
Endusers looking for translations.
Translators looking for information on how to get involved.
