In addition, "The Complete Idiot's Guide to" is a trademarked series
from Penguin (http://us.penguingroup.com/static/pages/cig/index.html).

It could have a picture of rock candy on the cover. That was my
favorite sugar-making activity as a kid :-)
While I don't think the appearance in HTML should be the prime
consideration for a title, "Making Sugar Activities" is concise and
gets the point across. "Creating Sugar Activities" might be somewhat
less prone to people mis-parsing it.
