Looks like they are one and the same :)

Well, more accurately, opensourcepress is a publishing company.  And
fossdoc is a label they use, under which they try to offer publishing
support and services for companies producing exclusively FOSS-licensed
documentation.

The opensourcepress site states that they feel committed and want to
contribute to the open source community, albeit not being a non-profit
organization.  They even specfically explain in their FAQ that being a
non-profit organization would have interfered with certain publishing
business related activities, so to organize as a for-profit organization
seemed the logical choice.

The FAQ also explains the ways in which they plan to contribute to the
community, "paying back" the support they get from the community, such
as: giving parts of their profits to open source projects, supplying
free documentation and organizing workshops.

That's about the essence of what I gleaned from the two links you
provided.
