[FM Discuss] video production manual

depending on the video format we use the editing sections would coincide
as the event manual will cover creating edited archives
also, i dont see it in the ourvideo manual but we might put info in the
event manual about cables and connectors and other hardware issues -
some of this is event specific but some would work for both manuals
