This is funding for 2010 that has not yet been approved by the full
Senate. It has not even been introduced in the House. The current
achievement is only to get this funding item inserted in a draft bill.

Anyway, anybody can call Specter's office. There is some advantage to
having someone call from Pennsylvania.
