[FM Discuss] commandline intro

hey we just got stormed by stumbleupon and it brought our server to a
standstill

it was all requests for the Command Line Manual
I moved the manual to here:

so if u want to work on it go there

this will be a temp move. while the attention is good the request should
be going to the published version of the manual. instead it was all
requests requiring dynamic rendering and that was bringing twiki to its
knees
