Yes, it is! A tiny French FM team is currently translating the Inkscape manual (http://fr.flossmanuals.net/bin/view/Inkscape_fr/WebHome) and the Sugar manual is waiting for proofing (http://translate.flossmanuals.net/bin/view/Sugar_fr/WebHome).
The French part of FM is not as big as the English one, and our manuals are not visible yet, but I hope we'll be able to finish these two manuals as soon as possible so that we can officially launch FM-fr! Feel free to tell us if you want to start something else.
