Do you mean using single quotes ('') vs. double quotes("")? That's
actually an American vs. Commonwealth usage difference. In past
discussions of what variety of English to use, we've declined to set a
single standard, other than consistency within each chapter. (And the
Xinha spellchecker uses American English, as I recall.)
