Well, of course, that's when the FM-o-saurs drive them from the herd :)
Really, though, that's why I think the technical tools should include
options to change the ownership provisions by democracy. And, of
course, an appeal can be made to the committee/president/benign king to
do the same if it's a sticky situation.
(Speaking of which, instead of benign dictatorship, I think a benign
monarchy best suits your description - no implication of total control,
but a leader looking to direct the population to a good end by positive
use of the power he has been given.)
But I think if the objectives are clear, and the social tools are in
place (effective communication, transparency, collaboration, openness),
there shouldn't be too much trouble in that regard. That's where such a
"takover" or "barricade" should be prevented anyway so that teeth need
only be bared in case of necessity.
