Hashtags categorize messages, which yes, by virtue of
implementation, !-groups do on Statusnet. However, they don't (or
shouldn't, at least) broadcast messages, which is the real use case of a
group. If you were talking about your work on FM, you could categorize
your message with #fm, but if you needed to broadcast your dent, you'd
do that with !fm (which would also allow your message to show up in a
tag search of #fm since that's how Statusnet is implemented).

I have to confess I don't know much about the non-free network service
in question, since I value my freedom too highly to use non-free network
services, so if tagging on said NFNS works in some non-intuitive way, I
apologize.
