Currently (and very messily), Chinese is classified as zh_CN (Mandarin, or "traditional" Chinese), zh_TW (Cantonese, or "simplified" Chinese) and zh_HK (Hong Kong, where some interesting linguistic drift has occurred).
So it will depend on your translators. If you don't yet have translators to ask, you could setup the manuals for zh_CN and zh_TW, and if anyone wants to do the zh_HK variant, they can request it.
