[FM Discuss] image storage space limit, bulk image upload

You know what, nevermind. :-P

I've changed my mind. We'll have to manually place images within the
pages, so we can upload them and configure their borders/padding/etc.
at that time (I had added black 1px borders to these images, but it
seems like it makes more sense to just set this in HTML using the
xinha file manager). We should be able to do all this during the
sprint.
