[FM Discuss] Translate Mifos Manual into French and Spanish

Hello there,

Now that we've got the Mifos manual almost near completion, I would like to
request two language instances to be set up.  Could we get an instance of
Castilian Spanish as well as French set up?

Looking forward to sending translators along to begin getting our manual in
other languages.
