[FM Discuss] VOA broadcasts on circumvention

the situation being what it is, its better _not_ to bring the
translators to the attention of the news media. its better to bring the
content to the attention of the news media....if you can fwd the link to
Hida Fouladvand and Mary Beth Sheridan with an explanation of the
manual....that would be great :)
