I got a response from the Cinelerra listserv. There is a GPL licensed
manual available to build upon:

There are no images, to my knowledge, in the text, so that would be a
big part of the book sprint. 

Also, the manual is designed as a reference. While it seems thorough I
think that one or more quick chapters outlining a project based workflow
would be helpful as a foundation to the in-depth information later in
the book.

There are several tutorials on the Cinelerra website which give a
concise introduction to the key concepts.
