[FM Discuss] Blender manual

I greatly appreciate the Floss Blender-manual. I am learning Blender 2.49b on Windows XP Pro SP3

Here a citation from http://en.flossmanuals.net/Blender/Interface :

"Blender provides a variety of basic objects (often called primitives) for us to manipulate in the course of modeling. While it is certainly possible to make a model from scratch (adding three vertices and making a polygon from them)..."

"Certainly"? Maybe "probably" perhaps? Well, I am unable to find out how a "vertex" can be "added" as a new object to a scene in Blender. Of course this is certainly and probably not really important but I am just curious...

In the attached image (No vertex.jpg) the Blender-menu shows what can be "added". There is no "vertex" (point/dot) in that list and no "edge" (line), unless some "empty"-things would serve? I have not shown nor seriously tested the complete list of plugins/extensions available. 

Thanks in advance for some explanation.
