i would say "no".

 - once you select tab, you can't click on it anymore. and there is
good reason why jquery ui library does that.
 - this would only work if i click on the chapters while i am in
chapters tab. if i am in "Notes" tab and then click on "Chapters" i
would have to get editor. that is just too complex for most people to
understand. also, if i am in chapters and i click on the Notes, they
might get idea the editor will be closed after that.
 - tabs don't work like that. not that i don't mind changing how they
work, but it might confuse users.
