[FM Discuss] basic pad in place in fm

there is now a basic 'piratepad' type editor in fm for each manual (in
the notes tab)

let me know if this works ok...

for those that areinterested, its an instance of etherpad-lite

if anyone could have a look at the code and see if it is possible to
pass parameters to customise this then that would be cool
