[FM Discuss] translations

Hi everyone, 

I would like to translate a manual I'm working on and I don't know where to start. I'm not sure if I can this myself or if I need someone else to start the process. From reading the booki user guide, I assume, that I can start a translation myself. But right now, I cannot "fork the existing manual to my user page" as described in the user guide. Is this because the manual isn't finished yet? What do I need to do to say it is finished?
