[FM Discuss] community tags for chat and announcements

hi,

on the frontpage of booki.flossmanuals.net there is now 2 new tabs:
#talk
#announce

if you send a message from with the tag #announce you can make 
announcements to the frontpage, if you use #talk it is just for general 
chit chat
