[FM Discuss] Footnote issue in published FLOSS Manuals

I am seeing a problem with footnotes in CHUSA and I would assume that
the same problem exists in all FLOSS Manuals.  To see the problem go
to this page and click on the footnote link at the top of the page:

The link target is this:

http://en.flossmanuals.net/como-hacer-una-actividad-sugar/introduccion-ac-100#InsertNoteID_10

This link target does not exist.  The link HTML produced by the editor is this:

<span class="InsertNoteMarker" id="InsertNoteID_10_marker11"><sup><a
href="#InsertNoteID_10">1</a></sup></span>

Somehow this link becomes this when the page is published:

<span class="InsertNoteMarker" id="InsertNoteID_10_marker11"><sup><a
href="introduccion-ac-100#InsertNoteID_10">1</a></sup></span>

If the link target was left alone the page would work.

The same problem exists in the generated EPUB.  That is how I
discovered the problem last night.

CHUSA uses footnotes to give credit to translators by chapter, and
also to explain some untranslatable things in the book, so this is a
big problem.
