Calibre is for creation and editing ePubs

We've tested Sigil, its a WYSIWYG editor so better for writing or
authoring ePubs. See

If you want a converter you can use Smashwords, but you've gotta present
it with a wordprocessing file and its pretty inflexible.
Also EPUB 3 standard will be out in May and has a few new features
