In practical terms, yes, but without author copyright there is no
distinction between free culture and public domain. If I put a book into
the public domain then someone can take it and produce a non-free
version from that source. (It happens when public domain works get an
all-rights-reserved introduction or notes added). I cannot stop that
because I have effectively surrendered copyright when I put that work
into the public domain.

Right, we need to keep the servers tidy. Otherwise it's a little like
sending satellites into orbit with no clue about how to bring them down.
Eventually space gets littered with junk.
