That happens from time to time, with no error message from
bookipublisher. I re-exported the PDF only, and for now it's there.

There is a Trac ticket open for this - the issue is that chapter URLs
cannot contain non-Latin characters.

To work around this you have to create the chapters in a Latin language
first, such as English, then rename each chapter into the non-Latin
translation. This works because although chapter names can be changed,
the chapter part of the URL is fixed at chapter creation time.
