Pd users are everywhere - I bet you can find some Russian-speaking
people if you ask around the Pd community lists. See for example:

Create an account on http://booki.flossmanuals.net/ then log in and
click on My Manuals on the left side navigation. Use Import Manual, then
Select Import Type: Booki to clone the manual you wish to translate.

But first I would recommend that you form a group of translators, it
will be way more fun.

Also, do not create new chapter names in Russian, the navigation of
Russian URLs won't work. Create them in English, then translate the <H1>
element of each chapter into Russian.
