[FM Discuss] Incorrect links in Russian Circumvention manual

Most of the supposed chapter links in the navigation bar for the
Russian version of How to Bypass Internet Censorship simply point to
the first chapter.

Also, there is no title in Russian. It should be something like Как
обойти интернет-цензуру.
