Yes, but bookipublisher is not currently maintained. (Another reason why
I have suggested using Booktype for FM as a single-layer read/write
interface, it is fully localizable including Russian).

No, you just need to create new chapters in the edit interface with
Latin titles, copy the content into them, then put the original Cyrillic
chapters in the hold chapter area. Then republish.
