I can't help on the error, but may be able to help with a work around as
I've had the same problem.

I import a copy of the manual from my My Manuals page,
entering the URL of the book  like this
http://booki.flossmanuals.net/audacity/
and I rename the book as I copy it - eg - Audacity version 1 archive
and then keep working on updating manual

a bit messy but it works see the attached screenshot.
