Not entirely - en.flossmanuals.net is the place where the public go to
read manuals in English, whereas booki.flossmanuals.net is the server on
which writers collaborate.

The admin tools push working versions of manuals from
booki.flossmanuals.net to update the public version on en.flossmanuals.net.
