That sounds like a good idea. Maybe you can get them to allocate a small
amount of funding to achieve this. You could explain the civiCRM
situation as an example.

I think you are right on this too. Do a version one for feedback.
I'm thinking this is a good focus for a Grundvig application too. A
gathering to work out "How do we best 'course-ify' existing resources",
be they FLOSS Manuals, disparate blog posts and wikis etc. This builds
on Booksprints but gets to grip with creating exercises that teachers
can use and adapt.
I've been working on this with Anna with the new manual on How to Use
Video Editing Software. Here we integrated exercises or Hand On
activities into the chapters.
But a separate section with teaching resources / exercises is another
good approach, or as a separate work book if it doesn't seem to fit right.
