[FM Discuss] new GSoC manual on Fm

just put the new Google Summer of Code manual on FM. Its the result of a
sprint at the google hq over this last week. We produced the GSoC
melange manual (how to use the GSoC website) just now and by the end of
the day the GCI Melange manual (how to use the Google Code-in website)
should be up
