I've been discussion software versions lately with MindTouch, and they think that the industry standard is moving towards a new copy of all the pages for one version, so that the user's experience is immersed in the version they are using at the time. Adobe does this for their online help and they tell the user which version they are using and how to get to the other version. See http://help.adobe.com/en_US/InDesign/6.0/. We can do the same with TWiki on FLOSS Manuals because we can make the URL have the version number in it, which is what we did with the Sugar Guide (full copy of the 8.2 version went as a starting point for 8.4).

Not sure if Adam's suggestion to use the booki publisher script is the same, though at first glance, it seems like your readers might experience some "where am I?" if they can't figure out where the content came from. But, a scripted, automated solution certainly lets you focus on new content rather than old.
i think a solution could be to use the booki publisher script which is
almost done...in this way we can keep current manuals on fm but pull old
versions as static html to your own server (with templates)
We plan at least two major new releases this year, both of which will require extensive rewrite of some sections. Trouble is, not everyone upgrades and there's still a lot of use for us in keeping the old manuals alive. I'm sure it's something you've come across before... :)
