[Booki-dev] manuals seem to be missing chapters.

I've had a further look at the books that had this issue and the 
translations that didn't. It looked as though the translations that 
didn't have the issue, used the latin character set for the chapter 
names in the TOC page, while the translations that had the error used 
their native character set for the chapter names in the TOC.
