[FM Discuss] new feature

hi,

Aco just added a new feature as requested by Joshua during the Inkscape
Booksprint (2 more days to go)... you can now add a status to each
chapter in a manual. Only manual maintainers can change the status...all
others see a plain text status. 

We will tidy it up a bit to make it look pretty...tomorrow...

thanks for Joshua for this idea, and to Aco for implementing it :)
