There are documentation .debs in a number of formats. A quick look in
Synaptic shows more than a thousand packages with doc in the name. I
have documentation stored in man, info, docbook, and html formats, and
I see packages in JavaDoc, PyDoc, and Perl .pod files. Take a look at
the doc-base package.

utilities to manage online documentation
This package contains utilities to manage documentation installed on
a Debian system.  It contains a database of document metadata.
Various third-party systems such as 'dwww', 'dhelp',  'doc-central'
or 'scrollkeeper'  use this data to provide a catalog of available
documentation.

If you want to get additional information about 'doc-base' please
consult the `Debian doc-base Manual' included in this package.

Sugar is not a monolith, but an assemblage of many modules. We can
surely version docs along with module releases. Nobody publishes docs
on daily development builds anyway, only on point releases.

We could ask some of the other projects that do this. Certainly the
application and doc files in Debian and Ubuntu have versioning
applied.

Although when I look, I see oddities like
