[FM Discuss] audacity manual needs overhaul - update 2

Ok, so in the end I've just added two new chapters.

and

rather than do any changes

I would be very happy to work with others about how to best to migrate the
whole manual from 1.2 to 1.3 and do a sprint if we could work it out.
