I also observed that the XO vietnamese version does not show on the
home page of translated manuals:

Could somebody in charge add a link to the XO_vi manual on that page, please ?
That link would point to
http://translate.flossmanuals.net/XO_vi/Introduction as
http://translate.flossmanuals.net/XO_vi/ results in a forbidden page
error.
