[FM Discuss] Volunteer Manual maintainers wanted to test migration

thanks for this update, mick; i can imagine there has been a lot of
discussion & negotiation behind the scenes that has led to working out
this new plan, & it sounds all positive & good for a more streamlined
way to continue. thanks mick & whoever else has been involved in finding
solutions :)
