There are readers for it on most platforms, frees-software-based
hardware ebook readers support it, and it's emerging as the leader for
non-DRM-encumbered ebooks. It's also easy to convert to other ebook
formats, unlike PDF.

Most PDF converters create bitmaps of the PDF rather than converting its
structure to epub. As well as not scaling, it cannot be searched, copied
& pasted, or converted to other structured formats.

IMO epub is the best format for free ebooks.
