[FM Discuss] We want to translate CiviCRM manual in Chinese Traditional edition

Dear Douglas,

Well, I knew this issue.

Of course, the best choice is Chinese Traditional edition use suffix
"zh-hant" and Chinese Simplified edition use suffix "zh-hans".

But, no matter the suffix is "zh" or "zh-hant", it should not be hindering
the translation of the reasons for us.
