[FM Discuss] Reg. publishing visa application procedure as manual

well....we dont write books on free, we write them on free software...

i think we can work something about visas into a book but i would 
strongly encourage anyone involved in this to make a book about 'free 
software foundations' and nest it inside that....otherwise we are prone 
to some wicked scope creep
