This is similar to what we do for Sourcefabric manuals, the English
version gets updated first (as the single language with the most reach
amongst techies).

Each translation could be considered as a fork. It really depends on the
project, but in Europe I would guess most translators find it easier to
merge changes from English than they would do from Finnish.
